Weatherization Loans St. Louis County.

I ran into an old friend and colleague Anne Klien at BreadCo in Webster Groves.  She is head of energy savings initiatives for St. Louis County.  She informed me that the county had money at 3.5% annual rate for weatherization.  The program is available to any income group and requires good credit on the part of the borrower.  It is the only program of this kind in the country.
